The Kentucky Practical Defense League Club Inc. (KPDL) is organized to provide opportunities for less formal competition and shooting but within a strict safety environment. KPDL strives to produce challenging real world matches with a heavy emphasis on concealed carry, and a latitude to engage problems as you see them.
PRIMARY SAFETY RULES
KPDL IS A COLD RANGE. CLEAR YOUR WEAPON IN THE SAFE AREA WHEN YOU ARRIVE (with the exception of select officers in order to maintain safety of the club)•Every weapon is always considered to be loaded
•Never point a weapon at something you're not prepared to destroy
•Always be sure of your target and what's behind it
•Keep your finger off the trigger until your sights are on the target
•EVERYONE SHOULD BRING SAFETY VIOLATIONS/CONCERNS TO THE IMMEDIATE ATTENTION OF THE RANGE OFFICER OR A CLUB OFFICER
•ANYONE may call a cease fire at any time
Additional rules for safety, implementation of policies, range access, match procedures exist and will be communicated to the members. The board may change or adjust rules with a simple majority vote of the board.
MEETING AND SHOOT SCHEDULE
•The Club shall have a regular annual meeting at the KPDL range at Knob Creek during September. This meeting will be in conjunction with a regularly scheduled match. The purpose of this meeting will be to elect officers, discuss, and vote on club issues. A minimum of 15 members will be necessary to vote. Votes at this meeting are binding.
•The “club year” is defined as the year between annual meetings, September to September
•The Club will hold regularly scored shoots every month. These shoots are called “practical pistol matches” and count towards classification and points for members
•Shoots in addition to the regularly scored shoots may be held and scored at board discretion depending on the availability of organizers. These additional shoots will not contribute to the classification or points for overall shoots. These shoots may have separate classification and scoring as decided by the board.
•Volunteers are constantly needed to set up shooting stages and assist in running matches. Members who set up stages or serve as Range Officers will not be charged the match fee for that event.
MEMBERSHIP PRIVILEGES
•Members have a vote at the annual meeting
•Members have a vote at any ad-hoc member meetings to decide major club issues
•Members may contact any officer or board member at any time to discuss club issues
•Members accumulate points in scored matches to earn recognition at the annual meeting
•Members will have additional privileges at KPDL as defined by club rules
QUALIFICATION FOR MEMBERSHIP
•Members must be 18 years of age
•Individuals must shoot for 3 regularly scheduled shoots within one club year to qualify for a new membership
•Existing members must shoot for 6 regularly shoots within one club year to qualify for renewal
•Exceptions to the membership requirements may be approved at the discretion of the board
CLUB GOVERNANCE
The club shall be administered by the following officers/board members to be elected annually by members present at a meeting called by the President:

President
Conduct regular club meetings.
Conduct regular Officer/ Board meetings.
Ensure that other officers are meeting their responsibilities.
Organize the necessary manpower to conduct a match.
Annual inventory of club property with the range master.
Official communication with KCR (shared duty with Vice President)
Coordinate large events and other activities including, but not limited to:
KCR use of KPDL Range
KPDL volunteers to assist KCR with events
Training for ROs, volunteers, etc. for duties at KPDL
Attend most matches.
Welcome new shooters.
Vice President
Attend all club meetings.
Assume the club President’s responsibilities in his absence.
Official communication with KCR (shared duty with President)
Facilitate communication between the club and the officers and board of directors.
Attend most matches.
Welcome new shooters.
Be the named individual on any paperwork that requires one
Performs new shooter orientation; delegating as necessary
Office of Secretary
Attend all club meetings.
Maintain supply of score sheets, stage sheets, membership cards and other forms and paperwork for matches.
Assist Treasurer with match day activities.
Take minutes at all officer/ board of director meetings.
Be fully cross trained and able to manage all Treasurer Activities in their absence.
Be on the signature card for the club account.
Maintain club rules
Track membership eligibility
File yearly statement with state and federal government as necessary to maintain KPDL’s legal status
Ensure filings, paperwork, registrations, and other club obligations are appropriately tracked and filed
Attend most matches unless coordinated with KPDL leadership
Ensure that the club insurance is current.
Treasurer
Attend all club meetings
Maintains Financial Records, receives and files bank statements
Delivers a financial statement at all official meetings
Ensures that all bills are paid
Reimburses Club members for legitimate club expenses
Ensures that there is petty cash at all matches.
Collects and accounts for match fees and membership dues at each match
Makes deposits of match collection within 2 workdays
Assists Secretary with all match day activities
Be fully cross trained and able to manage all Secretary activities in their absence
Attend most matches unless coordinated with KPDL leadership
Score Keeper
Tabulate match scores in a timely manner after matches
Post match scores to club members and match attendees
Range Master
Attend all club meetings
Final say in all Range Safety matters on the day of a match
Responsible for ensuring that adequate supplies are present to conduct normal match operations (targets, target pasters [tan, white, black], electronic shot timer, 9 volt batteries, target holders, staples, paint, hammers, hand saw, etc.).
Responsible for identifying, marking, and arranging for the repair or replacement of damaged club property
Attend most matches unless coordinated with the KPDL leadership
Range Safety Officer
The Safety Officer is a non-voting position
Attend all club meetings
Responsible for maintaining club first aid kits (rotating inventory, appropriate storage conditions)
Responsible for inspecting berms, safe area, equipment, etc. and arranging for repairs with the Range Master
Collaborate with any KPDL members with specialized medical, safety, or emergency response training
Board of Directors (5 members)
Attend all club meetings
May call for a vote of no confidence to replace an officer
May call for a vote to ban a current member, or guest.
Represent KPDL membership as required
Attend most matches.
Assist club officers as necessary
Review club finance reports
Review club inventory reports
Approve major expenses
Membership Requirements
Members must successfully complete 3 Matches for their initial membership in a single season between annual meetings without being disqualified.
In order to renew membership it requires 6 matches to be completed within the same season
Board Governance:
As of 9-13-2021
All board meeting notes and votes will be published for the club members to read.
Any circumstance NOT explicitly covered in these guidelines/bylaws, the board is authorized to make a sound & reasonable decision and communicate such to the club.
The club also has the ability to contact the secretary in the event of a failure of the leadership in order to call a club vote.
This will be done via a poll in the forums that will run for 14 days. Should a call to vote meeting be successful the Secretary will schedule this meeting at the next scheduled match and advertise it to the club.
Club Financial Management:
a. Annual membership dues are $80.00 payable each year at the September match. (Membership dues are prorated as well quarterly)
b. Membership cards are issued following dues payment. Membership cards allow access to the KPDL Range whenever Knob Creek Range (KCR) is open.
c. Match Fees for members is $10.00 in addition to the KCR range use fee of $12. The match fee for Non-KPDL Members is $20.00 plus the KCR range use fee of $12.00. In order to sign up for a KPDL match, you must show your KCR hand stamp and valid KPDL membership card.
d. Assessment may be levied against the membership for extraordinary expenses on a vote by the Board with one month notice to the membership. Non-members may be charged temporary higher fees to offset major club expenses.
e. KPDL funds the operational costs of supplies and running the matches. KCR provides only the facility.
f. All officers will have the capability to expend up to $100 per instance, without prior authorization and expect reimbursement from the Treasurer.
i. Request for reimbursement shall be written and accompanied by a receipt.
ii. The President, Treasurer & Secretary have the capability to expend up to $500 per instance without prior BOD approval.
iii. Club Cards are issued to Club President, Secretary, Treasurer only.
iv. Range Master & Range Safety Officer have the capability to expend up to $300 per instance without prior BOD approval for reimbursement.
vi. All expenditures in excess of these limits must be voted on and approved by the BOD prior to their occurrence. The only exception is the purchase of paper targets, target stickers, trophies, steel targets and paperwork or general administrative items.
vii. All reimbursable expenses must be accompanied by the original receipt for reimbursement.
viii. Joseph Sniff has Match Requirements for renewals waived. (as voted on by the club on 9-12-2020)
Club Rules
1)Photography and video are allowed (as of 10/2/2019)
a. The following Caveats are in place:
b. RO & Scorekeeper must both be ok with the potential to be on video.
c. Photography and video will not impeded the flow of the stage or match.

Note: EVERYONE SHOULD BRING SAFETY VIOLATIONS/CONCERNS TO THE IMMEDIATE ATTENTION OF THE SAFETY OFFICER OR A CLUB OFFICER. — OR CALL FOR A CEASE FIRE.
2) GENERAL RANGE RULES
a. KPDL is a COLD RANGE. But a HOT MATCH. All weapons must remain unloaded until the beginning of a course of fire (CoF) when the Safety Officer gives a command to load and make ready.
b. All weapons must remain holstered during a match once unpacking and performing functions check in the Safe Area has been completed.
c. No one shall carry any additional firearm on their person except the one to be used in the match.
d. Everyone on the range must wear protective eye-wear and hearing protection during a match.
e. No one under 12 years old is allowed to participate but may be a spectator and must attend the new shooter safety briefing before the match. Unless their guardian is a current member, and they can demonstrate all aspects of safety. This is a case by case basis.
f. The club uses practical equipment and scenarios to simulate real scenarios.
g. Weapons must be production self-defense firearms.
3) WEAPONS AND EQUIPMENT (Changes as of 11-2-2023) NO CENTERFIRE RIFLES ALLOWED ON KPDL Range
a. Production pistols and revolvers.
b. Shotguns may be integrated into CoFs. Bird-shot only on steel poppers.
c. No Centerfire Rifles allowed on KPDL range
d. No competition-only equipment is allowed (speed holsters, shoulder holsters. (except where noted in e-1)
RMR's are allowed for all matches. (New Changed 9/9/2017)
e-1. Competition Category added on (9/8/2018):
Competition Category: (will be scored against other competitors in this category only) And is choose able on a per match basis by the shooter.
This allows you to shoot your competition gear:
Drop / Offset Holster
2 Piece Belts (ie. not threaded through belt loops)
Race Guns
No Restriction to mag holder placement or angle
Holsters still require full trigger coverage (no ghost holsters)
All Firearms with Mag-wells (add on or factory)
Starting stages with an extended magazine, either factory or aftermarket
If your gear is Competition Category you will be placed in this category, there is zero protest from the shooter
*This category is the highest average of 7 matches in order to qualify for M2M end of Year**
i. Violation of the “Spirit of the Game” will result in one of the following two options:
ii. Being able to shoot for Zero Points (attendance will count) or
iii. Being sent home for the day.
e-2. Holster and magazine/speed loader placement.
i. Holster on the center-line drawn from the arm pit to the ankle.
ii. Pistol magazine holders on the opposite side behind the center-line of the arm pit to the ankle.
iii. Speed loaders on either side of the holstered pistol on the belt.
f. Any concerns or challenges or questions about equipment shall be decided by a majority of the Range Officers and Club Officers present. Decisions should be based first on safety and then on if the equipment is practical and in common use outside of competition environments (concealed carry/self-protection).
4) COURSE OF FIRE (CoF) RULES
4A) Stage Design
a. Safety of the RO, spectators and the shooter must be the highest priority when setting up a course of fire.
b. Props that limit downrange visibility are allowed, but the stage description must include instructions to the RO’s to visually confirm that the range is clear before starting the next shooter.
c. If the stage design requires the shooter to move, it will be designed so that the movement of the shooter is forward into the bay or parallel. Moving backward in the bay will only be permitted if the stage is designed to keep the muzzle pointed downrange at all times.
d. Starting position must be inside the respective bays so that the any shots taken to the right or left of the first shooting position will be contained in the berm.
e. Steel targets, and/or any hard surfaces that could create a similar hazard, must be a minimum of 7 yards distance. If steel targets are used in a stage with movement, the stage design shall limit the movements to maintain proper distance.
f. For regular KPDL Matches, with the goal of providing a safe but interesting practical problem for participants to solve, the following standards apply to stage design.
g. Practical Matches will only use the full sized cardboard targets (in addition to any steel)
Paper targets
Standard 7 points to neutralize paper targets
There will be no multiple hot requirements
A zone is from the top of the head of the target to bottom of the A zone perforations.
No shoot targets will show open hands, shoot /hostile targets will display a weapon
Practical Matches will only use the full sized cardboard targets (in addition to any steel)
Steel Poppers
Steel will be set light so that a good 9 mm hit (center mass) will cause them to fall.
Falling Steel must be knocked down to be neutralized.
Hanging Steel must ring.
Re-shoot offered if there is a true target malfunction.
Steel must be staked down to prevent movement if placement is critical in course design. It should remain consistent for all shooters throughout the day.
Use of Cover/Movement
Stages should generally be designed to provide either cover for the shooting position and or require movement while engaging targets.
Moving Targets
Consistency is the key when including these targets. Set them up to present the same problem to each shooter throughout the day.
Procedural Penalties
Ideally, the course of fire should present the shooter with a problem to solve that is very easily explained and understood.
Any procedural penalty should be for an obvious infraction, and not be subject to interpretation.
Stages must be set up to allow to revolvers to be competitive. (Magazine changes for pistols).
Starting positions requiring concealment are encouraged, but not required.
Safety Officer (SO) rulings may be questioned at the time of firing, but the rulings are final.
Re-shoots may be allowed at the discretion of the SO.
The same weapon must be used for all stages. If an irreparable malfunction occurs, a like weapon may be substituted with approval of the SO.
Everyone should help paste and reset targets after each shooter completes the CoF.
Disqualifications — The following violations are grounds for disqualification:
i. Endangering self or others.
ii. Dropping a loaded weapon.
iii. Accidental discharge.
iv. Repeated warnings for trigger finger being in the trigger guard while reloading or moving.
v. Pointing a weapon outside the berms (commonly called the 180 degree rule).
vi. Handling a weapon outside the Safe Area during a match when not under the control of the SO.
The KPDL Fun matches provide the opportunity to break with regular match traditions. Almost any course of fire is acceptable as long as the safety standards are maintained. This is the proper time and place for Zombies, IPSC, USPSA type stages. It is also acceptable to deviate from standard KPDL scoring rules if needed to enhance the stage.
6) NEW SHOOTERS AND QUALIFICATION FOR MEMBERSHIP
a. New shooters and spectators must receive a safety briefing BEFORE beginning their first match participation. That briefing will cover: Definition of a cold range, range commands, scoring of targets, wearing of equipment, and match procedures.
b. New shooters must complete 3 matches of any type (includes fun matches) before they can join the club. All members must shoot at least 6 matches (includes fun matches & 3 gun matches) during the year to maintain membership in KPDL. If you do not meet the required 6 matches thorough out the year in order to renew you will start at 0 (ZERO) matches at the beginning of the renewal period and must obtain your initial 3 all over again. Just as a brand new member would have to do. The shooter is expected to successfully complete all 3 entire matches without being disqualified. This is so that the club can see that the shooter is safe and understands the club rules.
c. You must be 18 years or older to join the club or have a parent or guardian who is also a member.
d. New shooters will not receive any club match points until after their 3rd match and they join the club.
e. Minors must be accompanied by a parent or guardian that is a CLUB MEMBER IN GOOD STANDING.
7) MATCH SCORING
a. KPDL uses the old Paladin scoring system. This system requires that the shooter neutralize the target. It takes 7 points to neutralize the target. Handgun calibers are classified as all the same
b. Paper targets (USPSA type). Paper targets have to have a total score of 7 points to be considered neutralized. Paper targets have 3 zones for scoring ( A, C, and D).
i. A Zone. Head and center of body = 7 points. The B Zone counts as part of the A Zone.
ii. C Zone. Body outside of the A zone = 3 points.
iii. D Zone. Body outside of the C zone = 1 points.
c. Steel Targets Knock the Steel down or Ring the hanging steel = 7 points.
d. Penalties. Penalties add 5 seconds to your final clock time.
i. Failure to neutralize a target
ii. One or more hits on a no shoot target
iii. Procedural penalty for failure to follow the CoF instructions (make a magazine change, shoot while moving, firing freestyle when the CoF calls for support or strong hand only, etc.)
8) SHOOTING SKILL CLASSIFICATIONS AND END OF YEAR SHOOT
KPDL has established shooting classifications based on demonstrated skill level and awards plaque at the end of the year for the top shooters in each class. Classes are A-D. Points are awarded at each match. The top scorer receives 100 points, the next score receives 99 points, etc. A minimum of 3 matches are required for a shooter's initial classification. Fun matches and 2 gun Matches do not count for classification. 6 Matches are required for classification. Not meeting those 6 matches results in the shooter being unclassified. The Total average of matches shot (6 minimum) will determine your class. Classification is established as one accumulates enough matches to count towards classification. The numbers below describe the classes:
● Class A 90-100
● Class B 80-89.99
● Class C 70-79.99
● Class D 0-69.99
The top 4 shooters from each class will be eligible to compete in the annual man to man shoot off (MTMSO). The top 4 are chosen from the 4 highest year end points per class who are present and want to participate.
Competition Category:
Minimum of 7 matches to qualify for M2M. The top 4 highest average will participate in the M2M for competition category.

Club voted in PCC (Pistol Caliber Carbine matches) The PCC must be 16" carbines as of 11-2-2023 per KCR
NO submachine guns or binary triggers of any type
These will be held in conjunction with scheduled fun matches as to not disrupt members ability to shoot matches for attendance.
This is the Best 5 of 8 Matches.
9) NON-MATCH USE OF KPDL
a. Members of the KPDL must maintain an active Knob Creek Range Membership to utilize the range outside Matches.
b. Members are responsible for all guests and may not leave them for any reason. All personnel, including guests, must sign-in at the Knob Creek Range store. Anyone wanting to use the range must be a Knob Creek Range member and a KPDL member to sign-out the key. All members, including guests, must get their hand stamped to use the KPDL Range.
c. Observe COLD Range rules and posted signs on what weapons may be used on what stage.
d. Clean-up after use. Place paper targets, trash, shotgun hulls, water bottles in the trash cans. Do NOT place live rounds in the burn barrel.
e. Damage to club steel will result in a $20.00 per hole charge. Up to 5 total holes (target accumulative), After 5 holes the full price of the target is charged. Membership can be revoked until paid in full.

f. For a member to bring a guest they are required to have an Active NRA RSO certificate on file with Knob Creek.
g. Those Members with a valid NRA RSO Certificate on file with KCR may take 2 guests down to KPDL for non match day activities. (Minimum age is 21 unless accompanied by their parent or guardian). KPDL members with a KCR Family membership may take their spouse and appropriately aged children to the down on non match days.
Damage will be tracked and repeat offenders handled with on a case by case basis.
We expect any damage to be reported immediately without exception.
